The MPs approved the changes for the cold reserve allocation, which were laid down in the provisions of the Law on Local Government and Local Administration, which amended the Energy Act. According to the adopted proposal, the Minister of Energy orders the provision of cold reserve for the period from August 1 until the full liberalization of the wholesale electricity market, but not later than July 1, 2021.
The law stipulates that the Minister of Energy will be able to impose who to provide cold reserve on the basis of a report on the adequacy of the electricity system prepared by the Electricity System Operator (ESO). For the period from August 1, 2020 until the full liberalization of the market, the operator of the balancing market (ESO) concludes contracts for cold reserve in accordance with the order of the Minister of Energy. The legislative initiative comes after the decision of the government to use only TPP “Maritsa East 2″ for provision of cold reserve. The decision was taken by GERB and “United Patriots”.
