ATEB’s position on the draft compensation program for energy-intensive consumers

The Association of Traders with Electricity in Bulgaria submitted a position paper to the Ministry of Energy and the Ministry of Finance regarding the draft government decree on the compensation program for energy-intensive electricity consumers.


ATEB supports linking state aid to investments in energy efficiency, but warns that the proposed framework introduces unjustified administrative and financial burdens for electricity suppliers, in contradiction with the EU Clean Industrial Deal State Aid Framework (CISAF) and the Bulgarian State Aid Act.


The Association proposes that public authorities retain full control over eligibility checks and payments, and calls for clear mechanisms to compensate suppliers’ costs and provide liquidity support.
