The newspaper 24 Chasa published an article focused on the key investments envisaged in the third edition of the Recovery plan. An overview of the investment in the energy sector is presented below.
Total investments for a green transition of the economy have increased by nearly 500 million BGN to total of 3.8 billion BGN, according to the third version of the recovery plan. The third and final version of the plan preserves the four investment pillars. These are “Green Bulgaria”, “Innovative Bulgaria”, “Fair Bulgaria” and “Connected Bulgaria”, but there is a shift in the amount of investments between the pillars.
Budget has been tripled for pilot projects to produce green hydrogen. This is one of the main changes. In the second version of the plan the amount was only 78.2 million BGN, and in the first one there was no hydrogen at all. Now 234.7 million are proposed, and the grant will be 117.4 million BGN.
The initial investments of 434.3 million BGN in gas pipelines, adapted for transportation of hydrogen to the power plants of the Maritsa-East complex and to the Bobov Dol TPP, were also increased by another 100 BGN million. The latest version of the plan also envisages 42.9 million BGN of own financing. The money will be used for the construction of 125 km of gas pipeline to the three TPPs in the Maritsa East basin and 50 km to Bobov Dol.
For the pillar Green Bulgaria, the largest funding is provided for a low-carbon economy, which includes the investments already listed. Most of the money in this direction 2.093 billion BGN, is for the renovation of the building stock, as 1.427 billion BGN is for the renovation of residential buildings, the remaining is for administrative, commercial and industrial buildings.
Despite the objections for 352.3 million BGN investments for street lighting in the municipalities, the amount remains unchanged. The financing of the Electricity System Operator has not changed with 467 million BGN from the Instrument for Recovery and Sustainability and 44 million BGN national financing. The amounts for biodiversity and sustainable agriculture have not changed either.
The total investments for the green transition in the plan are 3.8 billion BGN, compared to 3.377 billion BGN in the previous version.
