The Minister of Energy Temenuzhka Petkova has issued an order assigning to TPP “Maritsa-East 2” an annual quota for electricity production. She announced this before the energy committee in the parliament. Its order is based on the Energy Act, which allows the minister to assign a production quota of up to 15% of the total amount of electricity produced.
The plant was initially not included by the EWRC in the electricity mix for the regulated market, as its price is high and will lead to increase of electricity prices for households. For this reason, it is also difficult for the plant to sell on the free market. The electricity of the state power plant is becoming more expensive due to the purchase of emission allowances. EWRC determined the price of the electricity from TPP Maritsa East 2 to 135.95 BGN/MWh. It is too high to be part of the regulated electricity mix, but the Minister of Energy has issued Order № Е-РД-16-295 from 25.06.2020, that certain quantities of generated by the plant must be offered on a regulated market. With this order, the Minister of Energy has allocated to TPP Maritza East 2 EAD a total annual generation quota of 2,600,000 MWh, representing approximately 8.14% of the total primary energy consumed in the country in the calendar year 2019. According to the same order, the quota should be produced by TPP Maritza East 2 EAD for the period 01.07.2020 – 30.06.2021. These quantities should be purchased by the public supplier (NEK). With the assignment of production quota, the power plant receives the difference from its regulated and production price from the “Security of the electricity system” fund.
The Minister sent the Order to the EWRC, to the Security of the electricity system Fund and to the Electricity System Operator.
