Ministry of Energy proposes for public consultation draft amendments to the Energy Efficiency Act (EEA). They were developed due to the need for transposing into national legislation he amendments to the directives on the energy performance of buildings and the Energy efficiency directive.
All heat meters in buildings must be able to be remotely accessed until the beginning of 2027. This is written in the transitional and final provisions of the draft amendment to the Energy Efficiency Act. According to the draft law, by the end of 2026, practically all heat meters and main electricity meters should be able to be read remotely.
At the same time, all heat metering devices installed after October 25, 2020 must offer the possibility of remote metering. There will be requirements not only for the consumed heat, but also for the energy used for cooling of the buildings.
The bill preserves unchanged the energy efficiency obligation scheme. Electricity traders continue to be obliged parties until 2030 and will have individual energy efficiency targets. This is, of course, in line with European regulations, and more specifically with Directive (EU) 2018/2002, which amends the current Energy Efficiency Directive 2012/27 / EU. Despite the existing obligation of the traders in the Bulgarian legislation and in the draft EEA, there is no financial mechanism in place to ensure the realization of the targets. At the moment, the energy efficiency obligation scheme does not work and it is estimated that the achieved energy savings by the scheme will be below 10% of what was initially planned. As a result, the only working mechanism that remains to meet Bulgaria’s EE target by 2030 is the implementation of alternative measures.
