The parliament adopted procedural rules for electing a new chairman and four members of the Energy and Water Regulatory Commission (EWRC). Proposals will be made within 14 days. The proposals for chairman of the EWRC, as well as for the four members – two in the field of energy, one in the field of water supply and sewerage, and an economist of the commission – can be made by MPs and parliamentary groups. The latest changes in the Energy act envisage reduction of the experience requirements of experts by two years – from 7 to 5. However, the requirements for chairman of EWRC are higher – to have held a management position in the energy or water sectors.
Plamen Mladenovski is GERB’s proposal for chairman of the Energy and Water Regulatory Commission. He is currently the director of the Directorate Electricity and Heat Energy in the Regulator. He is also the only nomination for chairman of the commission. Few days after the official announced, the chairman of the Energy Committee in the parliament said: “To my great regret, Plamen Mladenovski said he would withdraw from the procedure for electing the EWRC chairman! His motives are: the imposed public opinion, that the choice is already made and not based on his expert qualities! We wish Plamen all the best! A new procedure will follow!” Probably the new procedure will be initiated in September after the summer break of the MPs.
Two of its current members have been nominated for the two positions of commissioner in charge of energy – Vladko Vladimirov has been nominated by MP Valeri Simeonov, and Evgenia Haritonova by GERB. Apart from her, the party also nominates Georgi Dobrev, who works for the Bulgarian Energy Holding, and Valentin Terziiski, who is currently in the management of Toplofikatsiya-Sofia. Former director of the company is the proposal of “Volija” – Kremen Georgiev. In addition, GERB has proposed Georgi Dobrev as an economist of the regulator together with Lyubomir Drekov, former mayor of the Lozenets district.
One of the previous directors of Bulgargaz – Lyubomir Denchev, is the proposal of the socialist party. They also made the only nomination for the only position for commissioner in the water sector – that of the current member Dimitar Kochkov.
