Bulgaria has notified Rosatom of a change in the timing of the tender for the construction of Belene NPP due to the coronavirus. The deadlines for extending the auction preparation depend on the duration of the measures to restrict the spread of the coronavirus, a Rosatom spokesman said. “We have received an official letter from the Bulgarian side that due to the coronavirus epidemic, the deadlines for the selection of a strategic investor in the Belene NPP project are postponed. The specific deadlines will depend to a large extent on the possibility to be granted access of the participants to the so-called “information room” to study the technical documentation of the project, on basis of which the proposals of the participants will be made” said representative of the Russian corporation.
Minister Petkova also commented on the progress of the Belene NPP project: “With regard to the Belene NPP, maybe 10 days ago we finalized the process of signing the confidentiality agreements with these five companies that entered the project’s short list and which NEK will consider as a strategic investor. Based on the confidentiality agreements signed yesterday (Wednesday 29 April), an information memorandum was sent to each company. It contains “basic information about the project, about the development of the market in Bulgaria, the region, the legal framework. All that is important for potential participants so that they can do their analysis and prepare binding offers, all them confirmed they would file such offers. However, the deadline for the submission of binding offers will start from the moment when we can provide physical access to the information room for the Belene NPP project, which is located in NEK.” She stated that the confidentiality agreement and the information memorandum had been provided electronically.
