Energy and Water Regulatory Commission (EWRC) has set up a platform for comparing offers and concluding contracts with electricity suppliers. The purpose of the information system is to help end consumer choose supplier on the liberalized market. The centralized information system is public and is available at: http://platforma.dker.bg/ and http://ofertizatok.bg/. Access and use of its features are simplified as much as possible through clear navigation steps and menus. The system is in a test period and is expected to be further upgraded. With the receipt of the offers of all electricity traders in January 2021, by the end of the same month it will become fully operational.
The platform will allow end customers with annual consumption below 100,000 kWh to choose listed offer and directly conclude supply contract through the platform, including and contracts with a dynamic price of electricity. After January 1, 2021, more than 40 electricity traders are expected to start registering offers for household consumers and business consumers.
The platform can compare offers of different traders according to certain criteria – for household or business consumers; depending on the type of electricity meter – hourly or standard; customer’s load profile; according to the monthly consumption; term of the contract; penalties, etc. After the selection of a specific offer by the customer, it is envisaged that he will be able to receive the supply contract at a specific address or by e-mail. While there will be no sanctions for the customer in case he refuses an offer that he has already accepted, sanctions are provided for electricity traders if they refuse an offer published on the platform. In order to register an offer on the platform, electricity traders will be required to register in the administrative panel indicating their name, logo, UIC, a brief description of the activity. This information will appear with each offer or in the “Suppliers” menu.
EWRC will be the administrator of the platform and will monitor and archive all action of users and traders. A procedure is foreseen for reporting inaccurate information of the published offers. The platform will also be accessible to people with disabilities.
