This was confirmed by the chairman of the Energy Committee in Parliament Valentin Nikolov. And the reason is that due to restrictions for the prevention of the corona virus.
The initial plan was the bill to be presented right now and agreed with all stakeholders by the end of the month, so that it could come into force in April. The deadlines were fixed because, as of July 1, the Energy and Water Regulatory Commission must make all accounts for future electricity prices, as well as to forecast the market price for the next regulatory period. All of this will not happen now and energy liberalization will be delayed. If the Covid-19 epidemic phase out quickly, it is possible that the texts will be voted on before the summer so that small businesses can still enter the liberalized market in the fall. But with more delay, the reform is likely to remain for 2021. The complete abolishment of regulated prices should happen no later than July 1, 2025. The idea of government is a smooth transition to liberalized market in order to avoid price shocks for the end consumers.
