WB presentations for complete liberalization

The World bank (WB) presented on 29.06.2017 its report on the electricity sector in Bulgaria and the recommendations for reformation of the sector towards complete market liberalization. The analysis highlights the main problems and proposes measures for their resolution.

The accumulation of financial deficits as well as the price risks and the volatility of supply are considered one of the most negative aspects in the development of the energy sector in Bulgaria.

As a model for eliminating the price risks for plants with long term power purchase agreements (PPAs) and plats receiving preferential prices (feed-in tariff) the WB recommends implementation of contracts for differences (CfD).

According to the experts from WB the protection of the vulnerable customers through a social tariff for electricity is a key factor for the successful application of the model for complete liberalization of the electricity market.
